1. The Primary Deadline: May 1, 2026

Every building over 25,000 sq. ft. must file its Annual Greenhouse Gas Emissions Report (covering all of 2025) by this date.

  • Note: This is also the deadline for LL84 Benchmarking. You cannot file your LL97 report until your benchmarking is complete.

2. The Grace Period: June 30, 2026

The NYC Department of Buildings (DOB) provides a 60-day grace period.

  • If they file by June 30: No late fees.

  • If they miss June 30: Fines are retroactive to May 1st.

  • The Penalty:$0.50 per square foot, per month. (For a 50,000 sq. ft. building, that is $25,000 every month they are late).

3. The Extension Deadline: June 30, 2026

If a developer’s engineer (RDP) cannot finish the report in time, the developer must apply for an extension by June 30.

  • The Result: If approved, the deadline moves to August 29, 2026.

  • Requirement: They must prove they have a contract with a Registered Design Professional (PE or RA) that was signed earlier in the year.

4. The 2026 "Property Type" Shift

Starting this year, the DOB requires all reports to use Energy Star Portfolio Manager (ESPM) property types. This is a technical change that is causing a lot of confusion—many developers will need a consultant just to help them re-classify their buildings correctly to avoid being over their carbon limit.

The Urgency:

"The May 1st deadline is less than 30 days away. If you haven't filed your 2025 emissions report, you are risking a $0.50/sq. ft. monthly penalty starting in July. We can file your Good Faith Effort immediately to stop the clock and protect your building from these retroactive fines."
